Job hazard analysis: JHA, JSA and FLHA compared

The same method either side of the border, and the one piece of paperwork a Canadian form is missing when the work is in the United States.

The short answer

A job hazard analysis (JHA) breaks a job into steps, names the hazards in each step, and decides the controls before anyone starts work. JSA, JHA, HSA and formal job hazard analysis practically all mean the same document, and which name you hear depends on the certifying partner somebody trained under. The one thing that genuinely varies is scope: a JSA is traditionally per task, while some partners roll a whole job into one assessment. An FLHA is the daily field version confirming those controls are in place today.

Three acronyms, two countries and a great deal of confusion, most of it unnecessary. Here is what each document actually is, and the one place where a Canadian form genuinely will not do an American job.

What a job hazard analysis is

A job hazard analysis is a technique that focuses on job tasks as a way to identify hazards before they occur. OSHA's own guidance describes it as focusing on the relationship between the worker, the task, the tools and the work environment.

You watch the job being done, write down each step in order, name what could hurt somebody at each step, and decide the control. It is written once for a task and reviewed, rather than completed fresh each morning.

If that sounds like what a Canadian program calls a formal hazard assessment, it is. Same document, different vocabulary.

Before the differences, the thing worth saying first.

Most of these names mean practically the same document. Job safety analysis, job hazard analysis, formal job hazard analysis, hazard safety analysis, HSA, JSA, JHA. Which one somebody says depends almost entirely on which certifying partner they were trained under and the vocabulary that partner uses, not on a real difference in the paperwork.

So the first rule is: do not rebuild a document because somebody used a different acronym. If a client asks for a JSA and you hold a formal hazard assessment, you are almost certainly holding what they want.

The one thing that genuinely varies is scope, and it is worth a question rather than an assumption.

A JSA is traditionally written per task, so a driver ends up with one for driving, one for changing a flat tire and one for securing a load. Some partners, and Alberta's construction audit is the clearest example, build the formal hazard assessment around the job or position instead, rolling those tasks into a single assessment for the job of driving. The audit there starts from an inventory of all jobs or positions in the company, which tells you which way it expects you to work.

That is the useful question to ask a client: not which acronym, but whether they want the task sheet or the job level assessment. The acronym will not tell you and the scope will.

FLHA is different again. It is the daily confirmation rather than the analysis. The full comparison of formal and field level assessments covers that split in detail, and it is the most commonly muddled part of a safety program.

Is a JHA legally required?

This depends on which side of the border you are on, and the answer surprises people in both directions.

In the United States, there is no standalone requirement. OSHA has no standard saying every employer shall conduct a job hazard analysis, and its guidance on the subject is guidance rather than regulation. It arrives instead through two other doors: the General Duty Clause, which obliges employers to keep the workplace free of recognised hazards, and the personal protective equipment standard covered below.

In Canada, hazard assessment is normally required outright by provincial occupational health and safety regulation, and it is always required by a COR program, where an auditor will ask for the assessments by name and check that workers took part.

State plans, which is where it gets local

Blake's question when we started this page was whether state law changes what a JHA looks like. It can.

29 states and territories run their own OSHA approved plans, of which 22 cover private sector employers as well as public ones. They must be at least as effective as federal OSHA, and they are permitted to go further. OSHA's own JHA guidance says as much, telling employers in those states to check with the state agency because standards may differ.

California is the one to know. Title 8 section 3203 requires every employer to have a written Injury and Illness Prevention Program, with hazard assessment as one of eight required elements, and it has no headcount threshold. One employee on a W-2 triggers it. A JHA does not satisfy that on its own; it becomes one component inside a written program you also have to have.

The practical instruction: do the analysis the same way everywhere, then ask what the jurisdiction wants wrapped around it. That is a smaller job than it sounds, and it is much smaller than finding out during an inspection.

How to actually write one

OSHA's sequence, which matches how a good Canadian assessment gets built.

  1. Involve the people who do the job. They know the hazards, and involving them is what gets the controls used rather than resented. An assessment written alone at a desk is visible from across the room to anyone who reads these for a living.
  2. Review your accident history, including near misses. A near miss is the same event without the injury, and it tells you the existing controls are not adequate.
  3. Do a preliminary walk and talk. If something poses an immediate danger, fix it now rather than waiting for the analysis to finish.
  4. List, rank and prioritise. Do not try to write twenty at once. Start with the jobs that would hurt somebody worst.
  5. Break the job into steps. Watch the work and write each step as the worker takes it. Enough detail to describe the action, not so much that it becomes unreadable.
  6. Name the hazard in each step, then the control.

One line from OSHA's guidance is worth repeating to every supervisor who does this: point out that you are evaluating the job, not the employee's job performance. Get that wrong and you will never get an honest description of how the work is really done, which is the only version worth analysing.

Which jobs first

OSHA sets five priorities, and they are a good list in any country:

  • Jobs with the highest injury or illness rates
  • Jobs that could cause severe or disabling injury, even with no history of accidents
  • Jobs where one simple human error could lead to a severe injury
  • Jobs that are new, or where the process or procedure has changed
  • Jobs complex enough to require written instructions

The second and the last are the ones companies skip. A job with no incident history feels safe right up until the first one, and complexity produces incidents even when each individual hazard looks ordinary.

The controls, and a difference worth noticing

Here is a real divergence between the two countries that shows up directly on the form.

OSHA's guidance lists three levels in order of precedence: engineering controls, administrative controls, then personal protective equipment. Elimination and substitution sit inside the engineering category rather than standing on their own.

Canadian COR practice normally teaches five: eliminate, substitute, engineer, administer, then PPE.

They reach the same place, and neither is wrong. But if your form has five rows and your American client's expects three, or the reverse, somebody will ask. Know which one your document is using and why.

The rule that matters in both countries is unchanged: if PPE is the only control listed against a serious hazard, the analysis is not finished. That is the most common substantive weakness in formal assessments anywhere.

Review it, even when nothing changed

Review on your own stated schedule, after any incident involving the task, and whenever the equipment, materials or method change.

Record the review even in the years when nothing changed. A reviewer cannot tell the difference between a document you examined and found sound and a document nobody has opened since it was written, unless you write the review down. That is true of an OSHA inspector and doubly true of a COR auditor.

Because each certifying partner developed its own vocabulary and everybody uses the words they were trained on. There is no national standard forcing the terms to line up, so a safety person from one association and a safety person from another can describe the identical document using different acronyms and each assume the other means something else. Work from what a document contains and what it covers, not from its title.
What is the difference between a JHA and an FLHA?
A JHA covers a task in general, written once and reviewed on a schedule. A field level hazard assessment covers today: this crew, this site, these conditions, completed at the tailgate before work starts. The JHA decides what the controls are and the FLHA confirms they are actually in place and catches what is different today. Canadian COR programs expect both, and expect the field card to reference the JHA it came from.
Is a job hazard analysis required by OSHA?
Not as a standalone requirement. OSHA has no standard that says every employer shall conduct a job hazard analysis, and its guidance document on the subject is guidance rather than a regulation. It becomes effectively required through other routes: the General Duty Clause obliges employers to keep the workplace free of recognised hazards, and the personal protective equipment standard requires a documented hazard assessment with a written certification. Your state may add its own requirements.
Does a Canadian hazard assessment work in the United States?
The analysis itself does, because the method is the same in both countries. Two things do not carry over. A Canadian form has no PPE hazard assessment certification block, which the US personal protective equipment standard requires, so the document does not satisfy that standard on its own. And 29 states run their own OSHA approved plans that can be more demanding than the federal rules, with California requiring a written injury and illness prevention program from any employer with even one employee. Use the Canadian analysis, then add what the jurisdiction asks for.
Which jobs should get a job hazard analysis first?
OSHA sets out five priorities: jobs with the highest injury or illness rates, jobs that could cause severe or disabling injury even with no history of accidents, jobs where one simple human error could lead to a severe injury, jobs that are new or have changed, and jobs complex enough to need written instructions. That last one is the most overlooked, because complexity produces incidents even where the individual hazards look ordinary.
